Submits new regulations Extending

X. The rule, and subsequent Paper 14251

the system of competition

(Minutes.)

Mr. Meade (I am sorry I could not send this an earlier date). His criticism of Sir G. Bowen's scheme for examination for Clerkships led to some amusing, if not edifying, correspondence.

(see 12271/04 & previous correspondence)

The present proposal is to extend the scope of that competition to Clerkships up to $1200 (instead of $600) per annum, and to introduce a Higher Competition for Clerkships of over $1200.

"Candidates for this Higher Compet" to be either Junior Clerks (without limit of age) or some other member of the service
